While there are any number of slaves within the City all of them are given specific instructions by the Person that Owns them. As such some may well be open to All Free while others Restricted to only the service of their respected Owner. In New Moon this is easily distinguished by the color of rope they wear either on their waist or upon their right forearm.
City Slaves typically will wear grey camisks as well as a grey rope and not be open to the pleasure of Free. They're work slaves set to tasks. While there may be some that will wear a red belt which while being workers are open to the Free for their use should they be desired. These slaves are not to be punished however by the Free. Should any be found to be displeasing it should be brought to the Ubar and the slave will then be dealt with personally for such.
Any slave wearing a white rope are for the use of their Owner only. They should not be detained nor asked to perform any task without the expressed permission of their Owner. Such permission needs to be given in the presence of the slave in front of their Owner so as not to be caught in a lie. This is for the protection of the Free as well as the slave that is property of their Owner.
Paga Tavern slaves will be wearing yellow rope. This is also the color worn by any slave open to the pleasures of all Free. These slaves can be used without permission from the Owner. Though may still not be punished by any other then the Owner of said slave without expressed permission for such from the Owner of said slave. This again is to protect the Free as well as the slave that is property of their Owner.
While slaves within New Moon may wear any color garment the color of the rope they wear is important. While a collar will denote the slave is owned. Any uncollared slave is free to be collared by any Free though they much register the slave as theirs as soon as is possible. To leave a slave uncollared and/or unregistered is a mistake. As it leaves the slave open and vulnerable to be claimed by any other.
Slaves that are sold either privately or at auction will be noted as red or white silk. Meaning they have or have not been with a Free to perform sexual pleasure and/or service. Any previous Owners are to be noted on their papers and the new Owner will be then documented as is necessary. All slaves that are Owned within New Moon are to have slave papers on file within the City's Central Cylinder in the Hall of Records. A copy of said papers should also be kept by the slaves current Owner as well as on the slave itself should the Owner deem that necessary.
